It is PG-13 (Source: IMDB.com http://www.imdb.com/title/tt0096913/ ). I have only really seen the first one and a few minutes of the second. One possible reason for the Eric Roberts getting top billing is the story follows his character a little more (we get a bit more emotionally attached due to his having a son) and because he had a little more of a career at that time.
