I agree, the UFC has a lot of depth at Welterweight and Middleweight. I would love to see an all Heavyweight TUF, but I think the UFC is concerned that many Heavyweights at that level of competition are blubbering, slow, Fatweights... everyone looking like Wesley "Cabbage" Correira, but without his sturdy chin.
