You're dead-on. You can build all the muscle you want, but if the layer of fat between muscle and skin is too thick, you won't be able to see them.
What you've got to do if you just want more obvious muscle, is to raise the amount of calories you burn in the day over the amount you consume. The good news is that building muscle helps this a bit, since muscle burns calories, even while you sleep. (And sleep, by the way, burns more calories than doing something brainless like watching TV. Doing something that requires thought, like reading an engaging book also burns more calories than watching TV, but I digress) So lower the amount of calories and increase your exercise, and your muscles will show off. I think Spinach once said that nearly everyone already has a six-pack, it's just hidden.
One further note: Target training to reduce fat in a particular area does not work. It will make the muscles in that area stronger, but fat is burned from the whole body, no matter how you exercise.
I'm still not really for the gaining weight artificially, but I'm also not interested in joining any weight-based competitions or the like.
