While Steven Seagal does have some credentials, Chuck Norris was a world class champion kickboxer who proved himself in the ring over and over again.
Besides, I remember when Seagal came on the Arsenio Hall Show back in the '80s and said he could beat any man alive. Shortly after, Bill "Superfoot" Wallace, Benny "The Jet," and several other proven fighters challenged him to pick whichever one of them he wanted to fight, name a place, and they would fight him and beat him. He never accepted the challenge.
