Short answer blame Bush; OPEC released a statement that got picked by several local papers and the BBC saying that America under Bush's oil policy has driven the cost of up higher. They said there is plenty of oil reserves etc, etc...
A more indept answer is this, requires allot research and answers I just can't give. Secrity clearance issues and all...

No actually much of this comes from the overpaid private sector. And allot of fraud waste & abuse within the government. We threw the "extra money" into homeland in-security, and have fowled up big. But, allot of information I still don't know. Personally I think Bush is using Iraq to boost his oil profits, but hey lil Timmy (I mean Ben Laden) is the enemy. Besides what would Bush know about where the money is comming or going, he is still looking for WMDs right. Oh, yeah we found those barrels of bleach/clorine and said it was a componet for WMDs. Which that is true, bleach & amoninia is two major components of improvised mustard gas. But thats not a sign of a WMD, how many companies and agencies in America have stores like that?
