Possibly they want to give you a rank to move you into a class where you won't be bored based on the idea that if you are bored you will leave. I don't know, but whenever I have seen a school offer an advanced belt to a new student it has always been about attempting to keep that student on the roster.

I say take it. Worst case scenario is you are the worst student in a higher level class.
