Sometimes, I have heard of several schools that use the Palgwe forms for the first set. I am betting that Siroki's school is like that. However at any school, given enough time, you will eventually learn both sets (ideally). Neither set is much harder than the other.
I am sure that there are others, but the established forms that I know of in all of WTF TKD are:
Taeguk 1-8
Palgwe 1-8
9 Black Belt Forms (Koryo, Kumgang, Tae Bek...)
I'm not sure, because it is not my system, but I think ATA uses Song-Ahm (sp?) forms. Or, I could be getting two different systems mixed up... the poltics of TKD is tough to keep up with sometimes.
