somewhat true. the police force training varies from island to island. in honshu that was the case, although it wasnt Jigaro Kano, who fought top jiu-jitsu practitioners. in hokkaido they teach aiki-jujutsu to police, and in shikoku they still teach teach ju-jutsu, and kyushu judo, and honshu judo. it varies.
