In a word, yes. Judo is a self defense art just as Aikido and Jujitsu are all self defense arts. However, don't expect to be able to handle yourself only after a couple of lessons. As in any art, it takes time to become proficient.
There are others here who can give you better information than I have given.
judo can be pretty fiearce on the street ,don't wanna get thrown on concrete trust me , the only problem is getting used to applying it and not using gi throws otherwise you end up holding most thier t-shirt hehe

There is also the element that as effective as it is, it has some risk of loss of control.
If I punch someone in the face I can often stop when I should. If I hurl them over my shoulder and they hit the ground head first they could crush their skulls.

I agree with you G. We can control a punch or kick (to a certain degree) as to what impact we want on the opponent. We don't want the opponent to get seriously injured or event kill, like G mentioned, head to concrete surface.
I say judo can be effective, so effective that it can be dangerous on the street if use without control. I never see this side of judo before this thread.

Not with all throws, some like O-Goshi (Major Hip Throw) or Osoto Gari (Major Outer Reaping) you can sort of slowly let your opponent down but some throws require the speed and power to be successful. You take away the speed and power, you take away the move.

Most throws put the opponent on their back not on their head. You have WAY more chance of controlling the rate of someone's fall from a throw than you do delivering a KO and they fall over like a log.
How many times a year do you hear of being dying from being hit and they crack their head vs being tossed onto their head?
How many times a year do boxers die in the ring from concussive injuries vs judokas being killed from a throw in competition?
Trust me, Judo enables you the ability to control the amount of aggression needed to end a fight way more than a striking art does.
