How often do you go to formal training and how often do you test for the next belt?

Wow, 9 years is a long time to train without earning at least first degree blackbelt.
I'm not so into belts at all and I think training and improvements are more important than belts, but 9 years is a long time.
In TKD, you should be able to go from 10 Gup to 1 Dan in about 1 - 2 years. (For me, it took 10 tests and I tested every month. I also trained 2 hours, 6 days a week)
Getting your black belt is a great deal but as said its not when you get it but how you get it ,practice is the key knowledge is the key ,dont test for a black belt becouse its its time or pushed into it you should be ready when your ready I feel that a person should know his or hers style well and should work hard at it and test at your own speed learn it know it and then test for it you will feel much better for it and it will mean much more to you it took me 2 years for my 1st degree and three more for my 2end degree i am working on my 3erd degree now.
It took me exactly 3 1/2 years to get my black belt in taekwondo. That was based on my average attendance of 3-4 classes a week all at about 2 hrs each. When I first started, it seemed so far away, but I had so much fun that the time just passed quickly, and here I sit, a black belt

Yes it is obtainable in a year, but that is with much hard work and dedication. I would say that is an extreme case and a job very well done. In most cases you would be looking at 2-3 years to reach black belt. I am on a training plan now that would have me reaching my test for decided 1st degree black belt at 28 months of training.
Our school tests every 2 months, but has rules of the minimum number of class hours and also you must acheive 4 accomplishment stripes in that time before you are allowed to test. The stripes vary in meaning depending on your rank, but one is always for knowing your form ( you must go through your form 5 times without error - once facing North, South, East, West, and blindfolded. The second 2 stipes may be for sparring, board breaking, self defense techniques, and so on. The final stripe is awarded the week before testing and is you attitude stripe - You must have shown a positive attitude during training to get this stripe and be able to test. This goes for attitude while training and in the community as well.
Well that's nice to know. It has been a while since I have attended a steady martial art class...but back then, those that I did attend, only had a yearly test
I got mine in a little over 2 years (like 26 months I think). and that was taking classes 3-5 times per week and testing every 2 months.
As my instructor has been known to say, the black belt means that now you know enough to really start your training. And this seems to be the case. My technique, speed and flexibility have really increased quite dramatically in the year and a half since I got my 1st degree black belt.

In our school going 3 times a week, you are allowed to get your black belt in 36 months. We test every 3 months. The last 9 months is a review of the entire curriculum.
