Are we sure that this wasn't intentionally done for humorous effect? Everyone in the place seems to be laughing (including that really annoying Elmo laugh ), which is something I have never seen at a serious martial arts test/demonstration. I think there was something of a show going on with a board cut the wrong way so that the grain runs lengthwise instead of widthwise.
I don't think that was done for humor. I think that school just probably always has lax discipline like that where people can laugh loudly during demonstrations and students are obviously goofing off and playing in the back. Very sad example of a TKD school, if you ask me. Funny? Yes. But funny in a sad way.
