Everyone has the right to drink water whenever the hell they feel like it.
If you're in the middle of practicing a technique then i'm sure that the person could hold on for a few minutes but other than that of course.
Our martial arts classes would typically run as short as 1 hour to as long as 2 - 3 hours.
We were not allowed to drink water during the class.
Do you think it's better to drink water or not to drink water during class?
Our place has these rules:
No drinking inside Dojang.
Only drink water when directed to do so.
Do not bring your own water.
Drink only the water from the water container by the dressing-room.
Only drink water after the warmup - Not before class, not after. (Warmup+stretching takes 30min).

I think students should be allowed to drink water during class (with the instructor's permission) if the class runs over an hour. We have a special table between the viewing area and the dojang floor where students may place their water. If we are doing a lot of cardio, we are usually allowed a short water break in the middle of class.

Personally, I think hydrating while working out is better for the body and the workout. However, in the traditional training, they believe it would make you "tough" by not allowing it - also for discipline reason as well. You don't want people taking water break anytime they feel like it in the middle of the class. I know many schools don't allow it.
You've got to stay hydrated. Usually after warm-ups and after sparring we are allowed to get some water, but only when the instructor says so. We try to keep it relaxed, no one here is training for battle, so we keep it loose. Even professional fighters get water inbetween rounds.
Very good point SC! I'm all for discipline and all that but there is a between discipline and sadistic.
Then again most of the time I dont get water during water breaks. Its more important to hydrate the body before the workout then during. Just like eating a power bar or something in the middle really wont help either. The body needs time for these things to be made useful.
Prevention is always the easiest/most effective method.

During the winter months, we don't normally have water breaks. However, we have more water breaks in the summer when it is hot and humid out. Students sometimes turn glassy-eyed when they need hydration and also don't perform that well.

As has already been said, hydration is very important. Not being hydrated doesn't make you tough, it makes you ill and not function well. Of course there will always be the student that uses it as an excuse to do something other than work, but you are going to deal with that no matter what you do. I always made the students ask permission before going to get water, but I never told them no.
I know that I would find it quite hard to keep training without water. I am always sipping water as I train and find that I get dehidrated pretty quick if I don't
