Black.

It can be. Our school doesn't do a ton of competitions so we base promotion more so on an actual promotion test (still preformance based). But when we do have competitions and you do really well you can still be promoted based on that. It really varies school by school. While the color of belts stay the same some schools dont do stripes. Others add different color belts in between.
