yeah he was one of the first pioneers of ninjutsu in America and around the time of the famous ninja boom. prior to that he trained in Japan under Hatsumi as one of his early American students. his wife is related to Hatsumi and shes pretty good too.
his skills are pretty good and his books are pretty good reference materials. its unfortunate that something happened where he fell out of favor with Hatsumi and got kicked out the Bujinkan but even though that happened he is still licensed to teach Bujinkan arts. he just dont hold a menkyo kaiden scroll.
the only thing about him that gets me is he founded the Toshindo which is an Americanized version of Bujinkan. Toshindo is a cool system but they're towards modernization which
can lead people to the wrong impression that toshindo is modern while bujinkan, genbukan, jinenkan (X-kans) is retro. which is inaccurate because the X-kans are both classical and modern and also adapt to changes in modern society
